If a state has a single district, it is simply a jpeg file (in fact corresponding to the state boundaries). If a state has multiple districts, the files come bundled as a zip file. Click on the blue link with the file type and it will download to your computer. Once you have that and are ready to work in ArcGIS, see our tutorials page.
